Op het hoogtepunt van de Koude Oorlog raakt de Amerikaanse generaal Jack Ripper zijn verstand kwijt, en stuurt hij een groot aantal vliegtuigen richting de Sovjet Unie om het land met kernwapens plat te gooien. De Amerikaanse president regelt een ontmoeting met zijn adviseurs, waar hij van de Sovjet-ambassadeur hoort dat er, als de wapens afgevuurd zullen worden, een automatisch apparaat in werking gesteld zal worden dat al het leven op Aarde vernietigt.
